City Council Meeting Minutes July 7, 2026

CITY OF TIPTON – CITY COUNCIL MEETING – July 7, 2026

The regular meeting of the Tipton City Council was held at 7:30 p.m. Tuesday July 7, 2026 at City Hall.  Those present were Mayor Jarrod Shivers, City Clerk Vanessa Tonne, City Superintendent Rod Barker and City Council members Ben Avery, Michael Ohnsat, Sara Dilley, Jessica Krier and Mark Towner.

Mayor Jarrod Shivers called the meeting to order.  The Pledge of Allegiance was recited.

Minutes from the June 2, 2026 meeting were reviewed and approved.

There were 4 late fees on utility bills and 0 letter sent.

The sales tax receipt for June was $4,760.95.  Receipts for March were $105,000.62 and disbursements totaled $83,602.69.

General ledger was reviewed with the bills and receipts.  Sara Dilley made the motion to pay the bills; Jessica Krier seconded the motion.  Motion carried.

City Clerk Vanessa Tonne reported to the council that the budget for the city has been completed and will need reviewed by everyone.  Budget hearing will be set for Monday, August 3, 2026.   City council also approved the renewal process for the CMB license needed for this years St. Boniface Church Picnic.  Vanessa will complete the paperwork process and get it mailed to the State.

Updates were given on the new concessions building.  Per Rod, due to rain delays and harvest, the installation of the new lights in and around the park area (near the new building) will be finished before August.  These lights will be used during the picnic, or as needed for events at the park.  Discussion was also held on roping off certain areas around the new building again this year for the picnic. This would prevent vehicles from tearing up the new grass near the bathrooms.

Council member Jessica Krier gave a report on the flagpole and flag that will need to be purchased for the park area.  Different options and the location of the flagpole, were discussed. Council members decided to purchase a 40’ pole with 8’x12’ flag.   Jessica and Vanessa will get this ordered this week. 

Mayor Shivers has requested a quote from Post Rock Painting, LLC to stain and seal the cedar posts along the new sports complex.  Also, it was mentioned to have the building power washed, especially around the concessions area due to grease from the grill.  The city council is looking to hire an individual to clean the sports complex periodically, or as used.  Vanessa will put a notice in the church bulletin for this. 

Council member Mark Towner discussed with the council a proposal of having an outdoor learning center in one of the covered picnic areas.  TCHS 2025-26 sophomore class was granted money to build an outdoor learning ctr or classroom. Original plans were to place it over between the two schools, but the park location could be an option for them also.  All council members were good with this proposal.

Meeting was adjourned at 9:00 pm.  Next meeting date is Monday, August 3rd at 7:30 pm.
