CITY OF TIPTON – CITY COUNCIL MEETING – August 3, 2026
The regular meeting of the Tipton City Council was held at 7:30 p.m. Monday August 3, 2026 at City Hall. Those present were Mayor Jarrod Shivers, City Clerk Vanessa Tonne, City Superintendent Rod Barker and City Council members Ben Avery, Michael Ohnsat, Sara Dilley, and Mark Towner. Council member Jessica Krier was absent.
Mayor Jarrod Shivers called the meeting to order. The Pledge of Allegiance was recited.
Minutes from the July 7, 2026 meeting were reviewed and approved.
There were 8 late fees on utility bills and 1 letter sent. Discussion was held regards a property where the water is turned off, but is currently behind on what they owe the city for utilities.
The sales tax receipt for July was $7,924.70. Receipts for July were $32,423.04 and disbursements totaled $23,940.73.
The bills and receipts were reviewed and the general ledger was discussed. The 2027 budget was provided to the Council and discussion in comparison to the general ledger report. Budget was signed by Council Members and the Mayor. Motion was made to approve the 2027 budget by Mark Towner; seconded by Ben Avery; motion carried. Vanessa will take the signed budget to the County Clerk’s office for their records. Sara Dilley made the motion to pay the bills; Mark Towner seconded the motion. Motion carried.
City Clerk Vanessa Tonne let the council and mayor know that the flag pole and flag are on order that was discussed last meeting. It will be a bit delayed as a wrong address was given on where to send the money. The check has been since mailed to the correct address, and hope to have the order soon. Council member Michael Ohnsat mentioned that a family has reached out that would like to give a memorial donation. Discussion was had on maybe purchasing a spot light for the new flag. Also, the Lions club has offered to let the city use one of their poles and flags that they use around the cemetery, to be used in the football field area when Tipton hosts football games or baseball games.
Mayor Shivers reported that Post Rock Painting, LLC powered washed the sports complex exterior and stained the posts. He also said that he has had no inquiries on finding an individual to clean the new building. Mark Towner supplied a list of all the equipment and supplies that he has put in the fitness center. This information is needed to update the Insurance on the building.
Council member Mark Towner said he was pleased by the great support of the new fitness center. Memberships are up to around 60 members.
Rod mentioned that jetting the city sewer system has been completed and all looked good. Discussion was held on jetting the sewers every 3 years and one time a year provide a maintenance with Circle B Services, LLC.
Meeting was adjourned at 8:10 pm. Next meeting date is Wednesday, September 9 at 7:30 pm. (due to labor day and school sports activities)
