Tipton City Council Meeting Minutes - March 3, 2025

CITY OF TIPTON – CITY COUNCIL MEETING – Monday, March 3, 2025

 The regular meeting of the Tipton City Council was held at 7:30 p.m. Monday, March 3, 2025 at City Hall.   Those present were  Mayor Jarrod Shivers, City Clerk Brigit Gasper, and City Council members  Sara Dilley, Jessica Krier,  Michael Ohnsat and Ben Avery.  Council Member Mark Towner and City Superintendent, Rod Barker were absent.

 Mayor Jarrod Shivers called the meeting to order.  The Pledge of Allegiance was recited. 

 Minutes from the February 3, 2025 meeting were reviewed and approved.

 There were 3 late fees charged for utility bills. The sales tax receipt for January was $6484.02.  February receipts were $92,722.05 and  disbursements were $101,733.40.  An invoice was  received from TREB Construction for the next phase of the concession stand building construction.  This was submitted to the Tipton Community Foundation for review. The City paid the invoice and the amount was reimbursed by the Tipton Community Foundation.

 Year-to-date expenses, receipts and the General Ledger report year to date was reviewed. Sara Dilley made a motion to pay the bills; Ben Avery seconded.  Motion carried.

 Brigit reported that it was time to start working on the budget for 2026.  A couple of years ago, she obtained the name of a Company who does budgets for small cities, townships, and other groups that need budgets done.  The cost of the representative who comes to the Mitchell County courthouse annually to review the completed budget has increased and only provides a check of the completed budget done by the clerk, and the allotted time for the person who the clerk meets with at the courthouse is only one hour.  Brigit reported that she called the owner of the company, City Aid LLC and talked to her regarding the cost and the service that she provides to cities.  With the increase in transactions and reporting that is necessary for cities, Brigit said that this would be a great help to the city and to a future city clerk when the position is filled.  Completing the budget is extremely time-consuming and figures need to be compiled for the completed previous year, an estimate of expenses for the current year and an estimate of the expenses for the next year while following guidelines for the limits on each section of the budget.  The council agreed that this would be a help for the budget process.  Brigit will contact City Aid LLC and get a contract for the service.

Brigit distributed the Fr. Norbert Dlabal/City of Tipton Scholarship applications to 4 Seniors at Tipton Catholic High School.  The City gives a $500.00 scholarship each year to two seniors graduating from Tipton Catholic High School.  Applications are due back to the City Clerk, Brigit Gasper by April 1, 2025.

The City of Tipton Land Lease is up for bid.  Information has been posted in the church bulletin, Guaranty State Bank in Tipton, and Hake Hardware.  Bids must be given to Jarrod Shivers, Mayor or mailed to the City of Tipton and must be received by Tuesday, April 1 at 12 noon.

 Brigit brought up the Community Impact Grant process that had been discussed last fall at a City meeting.  She will contact Julia Rabe, the Executive Director of SVCF and set up a date for a community meeting with a representative from Dane Hansen that is required for grant awarding.   Further discussion was held on the growing number of houses in town which are not permanently occupied.  This will be discussed at length at the community meeting.

 Brigit mailed the required KMIT Audit documentation for worker’s comp insurance and the annual water report. From the annual water report, the amount of unaccounted for water that is determined has been low and there were no problems with reporting.   

 The website update is completed. The website address is still 222.tiptonkansas.com.  Brigit will be contacting Heather Weston to certify that the positions up for re-election in 2025 are Mayor, currently held by Jarrod Shivers and 2 council positions currently held by Sara Dilley and Michael Ohnsat.  Meeting was adjourned at 8:30 pm.  Next meeting will be Monday, April 7 2025 at 7:30 pm.
