Tipton City Council Meeting Minutes, September 3, 2025

CITY OF TIPTON – CITY COUNCIL MEETING – Sept. 3, 2025

The regular meeting of the Tipton City Council was held at 7:30 p.m. Wednesday Sept. 3, 2025 at City Hall.  Those present were Mayor Jarrod Shivers, City Clerk Brigit Gasper, City Superintendent Rod Barker and City Council members Michael Ohnsat, Jessica Krier, Mark Towner and Ben Avery.  Council member Sara Dilley was absent.  Also present was Vanessa Tonne, Braden Hake & Doug Palen.

Mayor Jarrod Shivers called the meeting to order.  The Pledge of Allegiance was recited. 

Minutes from the Aug. 4, 2025 meeting were reviewed and approved.

There were 7 late fees on utility bills and 6 letters sent.

Braden Hake gave a report from the Tipton Community Foundation and Patsy Houghton regarding future expenses and upkeep of the Tipton Sports & Arts Complex.  Doug Palen was also representing the Tipton Community Foundation in regards to plans for the tennis court area north of the concession building and the possibility of using the Dream Big Grant Funds for the project.  He will put together a proposal and report back. 

The sales tax receipt for Aug. was $4,737.36.  Receipts for Aug. were $20,599.45 and disbursements totaled $18,880.19.

General ledger was reviewed with the bills and receipts.  Jessica Krier made the motion to pay the bills; Mark Towner seconded the motion.  Motion carried.

The use of the concession stand portion of the building by individuals was discussed in addition to options for rental charges.  Possibilities of having in charge of rental and monitoring clean-up of the area was discussed.  Adding additional lighting around the tennis court area was also discussed.

The damaged transformer at the ball field is still needing to be picked up by the company that is repairing it.

Concrete has been poured on the north side of the concession building.  The possibility of adding an epoxy sealer to the concrete was discussed.  The remaining area will be planted to grass soon. 

Rod reported that street work will begin soon and will do the streets in the rotation that need to be done first.

A check was received from Solomon Valley Community Foundation for a grant submitted by Jessica Krier.  Funds will be used to purchase a multi-use portable net for pickle ball, volleyball and tennis per the grant application.

Vanessa Tonne was appointed City Clerk as Brigit is retiring.  This is effective Sept. 3, 2025.  Oath of office was read by Vanessa and signed by Mayor Shivers and Council President Mark Towner.

Meeting was adjourned at 8:55 pm.  Next meeting date is Monday, Oct. 6 at 7:30 pm.
