CITY OF TIPTON – CITY COUNCIL MEETING – Nov. 3, 2025
The regular meeting of the Tipton City Council was held at 7:30 p.m. Monday Nov. 3, 2025 at City Hall. Those present were Mayor Jarrod Shivers, City Clerk Vanessa Tonne, City Superintendent Rod Barker and City Council members Michael Ohnsat, Jessica Krier, Mark Towner, Sara Dilley and Ben Avery. Also present was Brigit Gasper.
Mayor Jarrod Shivers called the meeting to order. The Pledge of Allegiance was recited.
Minutes from the Oct. 6, 2025 meeting were reviewed and approved.
There were 10 late fees on utility bills and 2 letters sent.
The sales tax receipt for October was $5,892.04. Receipts for Oct. were $36,642.14 and disbursements totaled $15,530.82.
General ledger was reviewed with the bills and receipts. Sara Dilley made the motion to pay the bills; Mark Towner seconded the motion. Motion carried.
The City will have the annual Christmas Lighting Contest again this year and Vanessa will display fliers in town with the details.
Vanessa reminded that Election Day is Tuesday, November 4.
The KMIT Workman’s Compensation Renewal Application was completed online. This needs to be completed annually. Vanessa and Brigit are still working on getting names switched on KDOR, KEIMS, KDHE Water.
Vanessa has been in contact with KDHE regards to the Lead Pipe Notification that was received via email. Waiting to hear back from a KDHE contact for more clarification.
New guidelines were presented about the Neighborhood Revitalization Program for 2026. Renewal of the NRP will be every 5 years rather than every 2 years. The proposed change would give participants a flat 80% rebate for 5 years. This makes tracking easier for the Appraiser’s office and the overall tax rebate value of the program will be very comparable.
Dance studio interior work at the concession stand building is continuing. Rod mentioned that the rails have been installed in the dance studio. Grass around the new concessions building is filling in nice. Discussion was made on draining the water lines in the east concessions and west bathroom areas, due to the colder weather approaching. Also, still working on a grant proposal for funds for the work out room.
The online process for obtaining the Dream Big funds has been submitted.
The City is working with a customer on a broken water meter, it will need to be replaced.
