Tipton City Council Minutes 12/01/25

CITY OF TIPTON – CITY COUNCIL MEETING – Dec. 1, 2025

 

The regular meeting of the Tipton City Council was held at 7:30 p.m. Monday Dec. 1, 2025 at City Hall.  Those present were Mayor Jarrod Shivers, City Clerk Vanessa Tonne, City Superintendent Rod Barker and City Council members Michael Ohnsat, Jessica Krier, Mark Towner and Ben Avery.  Council member Sara Dilley was absent.  Also present was Brigit Gasper.

Mayor Jarrod Shivers called the meeting to order.  The Pledge of Allegiance was recited. 

Minutes from the Nov. 3, 2025 meeting were reviewed and approved.

There were 6 late fees on utility bills and 3 letters sent.

The sales tax receipt for November was $4,816.31 (deposited 12/01/05).  Receipts for Nov. were $39,023.67 and disbursements totaled $37,446.47.

General ledger was reviewed with the bills and receipts.  Ben Avery made the motion to pay the bills; Jessica Krier seconded the motion.  Motion carried.

Discussion was held at the November meeting regarding renewing the Neighborhood Revitalization Plan.  The correct process for adopting the NRP was received after the November meeting and the city needed to pass an ordinance for adoption.  The public notice that the ordinance would be voted on December 1 was published for 2 consecutive weeks in the newspaper.  Ordinance 785 to adopt the NRP was presented and discussed.  This will enable citizens who chose to participate and apply to benefit from tax savings.  In the future, it will need to be renewed every five years.  Jessica Krier made the motion to approve Ordinance 785; Michael Ohnsat seconded the motion.  Voting was held with 4 yes votes and no nay votes; motion carried.  Ordinance was signed.

Vanessa reported she will get a reminder out to the 2025 Scholarship winners for last school year to get their schedules sent to her, so the checks for the second semester can be mailed out to the appropriate colleges.  

Reviewed General Ledger and 2025 Budget figures.  All numbers are appropriate in comparison with the adopted 2025 budget. 

There will be a transfer of funds from the General Fund to the Park Fund for the total of the alcohol tax distribution that was deposited to the General fund in 2025.  This is required every year. 

Annual wage increases were discussed for 2026.

City Superintendent Rod Barker dug graves for John Hayes, Mary Dubbert, Marilyn Hake, Colette Sweat and Lela Arnoldy.

Vanessa reported that the KDHE got back to her on the Lead Pipe Notification.  Since our Lead Service Line Inventory shows 100% non-lead pipes, The City of Tipton is not required to distribute the notification trifold the state had provided.

Rod updated the council that all that is left, besides the flooring, is to set the toilets in the dance studio and fitness center room in the Concessions Building.  Mark discussed some on setting up rules/regulations for the use of the fitness center.  He also said that Emily Benedick helped apply for a grant to go towards the fitness room.

Brigit Gasper mentioned that the city sign is not working appropriately. She said that it appears there are problems with the electronics and computer program.  Rod said he would take a look at it.  Council member Michael mentioned maybe looking for a newer sign.  Brigit discussed that grants are no longer available for electronic signs.

Meeting was adjourned at 8:17pm.  Next meeting date is Monday, January 5th, at 7:30 pm.
