Tipton City Council Meeting February 5, 2024

CITY OF TIPTON – CITY COUNCIL MEETING – Monday, February 5, 2024

The regular meeting of the Tipton City Council was held at 7:30 p.m. Monday, February 5, 2024 at City Hall.   Those present were Mayor Jarrod Shivers, City Clerk Brigit Gasper, City Superintendent Rod Barker and City Council members – Ben Avery, Michael Ohnsat, Mark Towner, Jessica Krier and Sara Dilley.   

Mayor Jarrod Shivers called the meeting to order.  The Pledge of Allegiance was recited. 

Minutes from the Tuesday, January 2, 2024 meeting were reviewed and approved.

Brigit reported on utility bills. There were 3 late fees charged, 3 letters sent, and 3 full payments received. 

The sales tax receipt for January was $5251.46.  Receipts for the City for January were $62,449.45 and disbursements were $17,943.13.  Mitchell County Treasurer Tax receipt was $35,306.13.  State of Kansas Highway tax receipt was $1273.92. Fund balances and additional 2023 expenses were reviewed.   A motion to pay the bills was made by Mark Towner; seconded by Ben Avery.   Motion carried.

Amanda Hawkins from the Lil Owl Café was present with Joya Schroeder and Mark Hake, employees, to report on the financial status, the lack of available employees and food costs.  They will continue to closely monitor expenses and with increasing costs will need to review menu pricing.  It was reported that there are some repairs that need to be done on the restaurant carpet and flooring in addition to work needed on the back door. Jarrod will contact someone to assess what needs to be done to repair these items.  The restaurant representatives will continue to report to the council on a regular basis. 

Repair work is being done on the exterior of the Community Building and a committee from the Knights of Columbus is overseeing the repair process.  A grant has been applied for and no information has been received yet on the status of grant funding.

Mayor Jarrod Shivers reported on the status of the building plan for land purchased from the Diocese of Salina.  A committee met which included representatives from the Houghton Family Foundation and plans are being developed for the building to include the concession stand to replace the current concession stand building.  Jessica Krier made the motion to move forward with the construction project and Mark Towner seconded. Motion carried.  More reports will be given as the project progresses. 

Brigit reported that the annual Municipal Water Report will be completed by March 1, 2024 and will be done online.  Required annual documentation was sent to the KMIT Auditor for the Workman’s Compensation Insurance.  Year-end reporting has been completed and W-2 forms have been completed and provided.

Jessica Krier reported that the Tipton Baseball summer program will be starting soon and they have been working on processes for the ability to obtain grant funds if needed for equipment. 

The meeting was adjourned at 9:00 pm and the next meeting will be held on Monday, March 4, 2024 at 7:30 pm.
