Tipton City Council Meeting Monday, July 1, 2024

CITY OF TIPTON – CITY COUNCIL MEETING – Monday July 1, 2024

The regular meeting of the Tipton City Council was held at 6:00 p.m. Monday July, 2024 at City Hall.   Those present were Mayor Jarrod Shivers, City Clerk Brigit Gasper, City Superintendent Rod Barker and City Council members – Ben Avery, Michael Ohnsat,  Jessica Krier and Sara Dilley.  Council member Mark Towner was absent.    

Mayor Jarrod Shivers called the meeting to order.  The Pledge of Allegiance was recited. 

Minutes from the June 2, 2024 meeting were reviewed and approved.

The report was given on utility bills. There were 10 late fees charged and 1 disconnect letter sent out. 

The sales tax receipt for June was $5331.45.  Receipts for June were $35,373.51; disbursements were $26,284.01

The General Ledger reports for the month and year-to-date were reviewed.  The report on receipts was reviewed in addition to the report on distributions for the month. The budgeted amount for expenditures year to date were reviewed for each specific fund in the budget and future possible expenses for the remainder of the year and for 2025 were discussed.   Brigit reported that she has contacted Brooke with Hometown Insurance in regards to obtaining a quote for insurance on the future Concession Stand building.  The quote has not been provided as of today’s meeting date.  The printer used for utility bills is not working correctly again, and Brigit will look into getting a replacement.

Jessica Krier made a motion to pay the bills; Sara Dilley seconded the motion.  Motion carried.

An application for a CMB license was received from the St. Boniface Parish for the St. Boniface Alumni Celebration and Annual Church Picnic on August 2-3, 2024.  Michael Ohnsat made a motion to approve the license and Ben Avery seconded the motion.  Motion carried.

The upcoming street repair was discussed and will take place most likely sometime before the weekend of the Parish Picnic.  Rod is working on getting all of the machinery and equipment ready for this project which will be able to be completed in one day. 

The park will need to be sprayed prior to the Parish Picnic and Rod will take care of getting that completed in addition to spraying the Tipton Woods Trail.  The bathrooms at the park were discussed.  It was agreed that the current bathroom portion of the building on the west end of the Concession stand is in very good shape.   This portion of the building will probably be moved to the area north of the tennis courts.  An individual has been contacted regarding moving this bathroom portion of the building and a concrete slab will need to be poured to set the building on.  The murals on the existing bathrooms north of the tennis courts will be saved and will be used in some capacity in the park area. 

The restaurant building was discussed.  An individual has been contacted regarding cleaning the kitchen and dining area.  Brigit will follow up with them again to see if they are still interested and if not will look for someone to take care of getting things cleaned and stored.  It was reported that water use was still extremely high so bathrooms have been disabled.  It has been determined that one of the air conditioning units is not working properly.

Brigit will be going to the budget meeting at the Court House on July 17.  The annual budget hearing will be held at the next Council meeting on Monday August 5, 2024.  The City of Tipton budget will be published 10 days prior to the hearing date of August 5 in the Cawker City Ledger. 

Rod reported that he has read the meters and will be replacing lids that have been damaged by mowers.  He has a mowing schedule for getting the park area and the outside area of the football field mowed efficiently since it is a large area.   The football field and park area are being watered.  Michael mentioned that the tennis court surface at the park is not in very good condition so re-surfacing may be a possibility.  Some members of the Tipton 4-H group had been at a previous meeting regarding providing equipment for activities at the park and Sara Dilley reported that they are working on getting this completed.     

The meeting was adjourned at 6:55 pm and the next meeting date will be on Monday, August 5, 2024 at 7:30 pm.
