CITY OF TIPTON – CITY COUNCIL MEETING – Monday August 5, 2024 The regular meeting of the Tipton City Council was held at 7:30 p.m. Monday August 5, 2024 at City Hall. Those present were Mayor Jarrod Shivers, City Clerk Brigit Gasper, City Superintendent Rod Barker and City Council members – Ben Avery, Michael Ohnsat, Jessica Krier, Mark Towner and Sara Dilley. Mayor Jarrod Shivers called the meeting to order. The Pledge of Allegiance was recited. Minutes from the July 1, 2024 meeting were reviewed and approved. This meeting serves as the Annual Budget Hearing for the 2025 Budget as published in the Cawker City Ledger on July 25, 2024. Brigit provided copies of the full budget to the council. She reviewed the prepared 2025 Budget and explained it with the general ledger report for the current year. Expenditures and future costs were reviewed in addition to income projections and changes. Brigit met with Carolyn Brock, CPA in Beloit for the Budget review. Carolyn gave suggestions that will be helpful for the future budget process. Motion was made by Jessica Krier to approve the 2025 Budget; Mark Towner seconded the motion. Motion carried. Drew and Brandi Shirack DBA Tipton Grocery submitted a renewal application for the CMB license that is up for renewal. Michael Ohnsat made the motion to approve the CMB License; Ben Avery seconded the motion. Motion carried. There were 5 late fees charged for utility bills. Two letters were mailed and full payments were received for accounts. The sales tax receipt for July was $5087.47. Receipts for July were $29,993.94; disbursements were $35,432.46. Liability insurance was added to the insurance policy for the oiler truck used for the street work. Income and expense reports for the month were reviewed. Sara Dilley made a motion to pays the bills; Jessica Krier seconded. Motion carried. The street work was discussed and it went well. Approximately two-thirds of the town was done. The rising cost of rock and oil was discussed. Rod will watch costs and see about getting rock ordered for the next street repair. It was also discussed that the crosswalks will be painted. It was reported that the annual St. Boniface Church Picnic went very well. Comments were given that Rod does a great job getting the grounds area looking very nice. Citizens have commented how good everything looks. It was suggested that the beer stand could use some updates as the wood is deteriorating. Possible future updates will be discussed in the future. The New Concession Stand was discussed and an insurance estimate was provided for the building. This cost will increase each year as the value and cost of replacement goes up. The existing Concession stand will be torn down. Further discussion was held on moving the newer bathrooms on the current concession stand to replace the old bathrooms on the north end of the park. These bathrooms are in much better condition than the bathrooms currently on the north side of the park. A slab will need to be poured for it and someone has been contacted to help with moving the structure from the current spot to the new location. The murals that are on the old bathrooms will be saved and used within the park. Any fixtures that are in good shape will be kept. The restaurant building was discussed. There is an air conditioning unit that is not working and bathrooms have had water turned off. No one has had anyone come to them with interest in the restaurant business. Options for the restaurant were discussed with regards to the budget restaurant fund which was reviewed with Carolyn Brock. Brandon Lindsay, CVA manager in Tipton talked to councilmember Michael Ohnsat and CVA will donate some funds towards the park area. Discussion was held on something that could be added to the pickle ball equipment and basketball/pickle ball area. A storage bench and equipment was donated by Tipton 4-H for people to use at the park. Michael will follow up with Brandon as a plan or quote is needed for CVA to finalize their donation to the park. Rod reported that the oiler truck worked very well for the street work that was done. He also reported that Pierce Electronics will be coming to do something to update Rod’s program that he uses to watch the status of the water tower. The next regularly scheduled meeting date will have a conflict since there is a home high school volleyball game that night in Tipton. Dates were discussed and the September meeting will be held Monday, September 9 a 7:30 p.m. Meeting was adjourned at 9:00 pm. Brigit Gasper City Clerk
