Tipton City Council Meeting November 4, 2024

CITY OF TIPTON – CITY COUNCIL MEETING – Monday November 4, 2024

The regular meeting of the Tipton City Council was held at 7:30 p.m. Monday November 4, 2024 at City Hall.   Those present were  Mayor Jarrod Shivers, City Clerk Brigit Gasper, City Superintendent Rod Barker and City Council members –Mark Towner, Michael Ohnsat, Jessica Krier, and Sara Dilley.  Councilmember Ben Avery was absent.

Mayor Jarrod Shivers called the meeting to order.  The Pledge of Allegiance was recited. 

Minutes from the October 7, 2024 regular meeting and October 16, 2024 special meeting were reviewed and approved.

There were 4 late fees charged for utility bills; 4 full payments.

The sales tax receipt for October  was $6573.22.  The City also received an additional Mitchell County tax distribution in the amount of $121.74 and the Highway Tax Distribution from the State of Kansas in the amount of $1307.72. Total receipts for October were $22,2942.65; disbursements were $22,982.07. Bills and income for the month of October were reviewed.   Year to date expenditures from all of the funds were discussed and compared with budgeted amounts for the year.  Jessica Krier made a motion to pay the bills; Mark Towner seconded.  Motion carried.

Pierce Electronics has installed a Radio Controlled Siren System for the City.  This was necessary due to the wiring system on the old siren being outdated and would not be able to be fixed by Wilson Telephone in the future. 

Election day is Tuesday November 5, 2024  with voting set up at the Community Room.  There are no council positions up for election nor is the Mayor’s position up for election this year. 

The KMIT Workman’s Compensation Renewal Application was completed online.  This needs to be completed annually.

Brigit reminded that Election Day is Tuesday, November 5.  There are no city positions up for election this year.

Drew and Brandi Shirack , owners of Shirack Enterprises LLC,  DBA Tipton Grocery signed the contract on November 1, 2024 that was approved to offer to them at the October 16, 2024 special meeting.  They have purchased the restaurant building located on Lot 9, Block 27 from the City of Tipton.   Brigit will take the deed prepared by Paul Gregory, City Attorney, to the Mitchell County Register of Deeds for filing.  Upon filing, the insurance on the building will be cancelled.

The cement has been poured on the concession stand project and some work still needs to be done on water lines and installation. 

The library was again discussed since it will need to be moved due to the restaurant building being purchased from the City.   Brigit had spoken with Adrian Arnoldy regarding possibly storing items from the library in the old Lumber Yard building until a location could be found.  Pat Allen, Librarian spoke with Mayor Shivers and she has already had teachers from the schools  get materials that they are interested in for their classrooms.  The library will need to be out of the building by January.

Brigit reported that she received an email from Emily Benedick regarding a project that was presented to the Mitchell County Clerk which involved doing a feature on public TV for Mitchell County as a “Great Places to Live” 3-6 minute educational segment between programs.  She was asking about helping with the funding for this.  After discussion on feasibility of this and the cost, the council declined to give toward funding this.

The City will have the annual Christmas Lighting Contest again this year and Brigit will display fliers in town with the details.
