Tipton City Council Meeting October 7, 2024

CITY OF TIPTON – CITY COUNCIL MEETING – Monday October 7, 2024

The regular meeting of the Tipton City Council was held at 7:30 p.m. Monday October 7, 2024 at City Hall.   Those present were  Mayor Jarrod Shivers, City Clerk Brigit Gasper, City Superintendent Rod Barker and City Council members – Ben Avery, Michael Ohnsat, Jessica Krier, and Sara Dilley.  Councilmember Mark Towner was absent.

Mayor Jarrod Shivers called the meeting to order.  The Pledge of Allegiance was recited. 

Minutes from the September 9, 2024 regular meeting and September 23, 2024 special meeting were reviewed and approved.

There were 8 late fees charged for utility bills.  Five letters were mailed. 

The sales tax receipt for September was $5452.15.  The City also received the Mitchell County tax distribution in the amount of $6517.16 and the Alcohol Tax Distribution from the State of Kansas in the amount of $441.40. Total receipts for September were $25,542.01; disbursements were $24,982.05. Income and disbursement reports were reviewed in addition to General Fund account reports.  Ben Avery made a motion to pay the bills; Jessica Krier seconded.  Motion carried.

Brigit reported that Mitchell County Rural Water District #2 was needing letter of support to be a part of the project for the Drought Resiliency Project.  This project is vital for ensuring that the residents of Tipton and the surrounding rural areas receive safe, reliable and quality drinking water particularly in the ongoing drought conditions.   This project will benefit the City of Tipton in addition to future regional water needs in Mitchell County Rural Water District No. 2. The water district was asking for letters of support from towns and entities that they supply water to.  She has provided them with a letter of support from the City of Tipton.

An email was received from Julia Rabe, Executive Director of SVCF regarding a Community Impact Grant that will be available to apply for in the coming months.  More information will be presented at future meetings. 

Tax-exempt certificates with updated expiration dates are being sent out to vendors that the city uses regularly.

Election day is Tuesday November 5, 2024  with voting set up at the Community Room.  There are no council positions up for election nor is the Mayor’s position up for election this year. 

In old business, it was reported that the City Attorney has been contacted to prepare a contract for the sale of the restaurant building.  The League of Municipalities was contacted regarding the appropriate procedure for selling the property. 

Work has begun on the new concession stand building on the north side of the baseball field area.   The bathrooms from the demolished concession stand were salvaged and moved to a new slab on the north side of the park to replace the old bathrooms that were demolished there.  The murals on the old bathrooms were salvaged and will be used at the building on the north end of the park.

Discussion on options for a location for the library was held.  The library will need to move from the restaurant building when it is sold.  Options will be checked out for this.

Rod reported that they are working to get the water main and water routing at the concession stand area completed soon.  He also reported that the wiring for the siren system for tornado warnings will need to be replaced as Wilson Telephone will not be able to repair it if it doesn’t function.  He will contact Pierce Electronics regarding options for a new wiring system. 

The next scheduled meeting will be Monday, November 4, 2024 at 7:30 pm unless a special meeting is needed.
